Stephen Blackburn
Stephen leads on data and innovation at Leeds Academic Health Partnership, supporting the NHS, universities, and Leeds City Council among others to deliver health and care research and innovation in the city. He chairs the Technology Enabled Care Working Group, collaborating with partners to develop a person-centred remote monitoring strategy that leverages technology to support independent living and long-term condition management.
He previously worked for Leeds City Council for over 20 years and lead on its digital innovation programme. Most recently he worked with primary care and adult social care to trial solutions that support independent living and self-management of long term conditions.
Prior to that he led on the council’s smart cities programme and the development of the open data portal, Data Mill North. He has also been pivotal in the delivery of the Leeds’s Digital Strategy and the council’s hackathons, innovation labs and digital events.
